More Information: Rep. Chris Stewart, R-Utah, and Rep. Tulsi Gabbard, D-Hawaii, have introduced H.R 4682, the Veterans TRICARE Choice Act. This bill gives TRICARE-eligible veterans the option of pausing their TRICARE benefits in order to participate in an employer-based HSA.
Health Savings Accounts are an effective way to proactively pay for future medical expenses by permitting employees to invest and save tax-free money for qualified medical expenses. Under the current policy of the Department of Veterans Affairs, it is illegal for TRICARE-eligible veterans to contribute to HSA programs. By giving TRICARE-eligible veterans the option of participating in HSAs, this bill guarantees the same access to quality health care options as their civilian co-workers. H.R. 4682 is cost-neutral and will actually achieve savings through the avoidance of government TRICARE premium contributions for those veterans who would opt to pause their TRICARE benefits in order to participate in HSAs.
